CBAO Horizon Bankers 2018 Annual Conference

Department representatives recently made presentations and provided a panel

discussion for the Community Bankers Association of Oklahoma’s Horizon Bankers

Annual Conference.

Assistant Deputy Commissioner

Jeff Bagby, Review Officer Bob Toler, and Examiner Monty Brant discussed banking

legislation, future banking prospects, Bitcoin technology and current

examination issues.  Conference attendees had several questions for the

panel related to regulators’ expectations regarding new accounting and

compliance requirements for the allowance for loan and lease losses and the

Bank Secrecy Act.

Discussion of current issues focused on management of

bank liquidity, asset concentrations and banking organization infrastructure

and staffing expansions to keep pace with asset and product growth.  Other

conference speakers presented information on bank insurance, investment

portfolio management, personal and relationship development, effective bank

marketing and the payment system.

2018 ABA Risk Management Conference

Oklahoma Banking Department Regional Examiner Rick Nelson

and Senior Examiners Mike Truitt and Doyle Jones attended the 2018 ABA Risk

Management Conference.  The conference provided

several relevant and timely seminars and discussions relating to many levels of risk management topics.   

Included were several breakout sessions with helpful

topics including: Enterprise Risk Management; Cyber Risks; Liquidity Risks;

Disaster Preparedness; Credit Concentration and many other hot topics related

to risk management.  These are emerging

issues that will be important as some of the community banks in Oklahoma become

larger in asset size and more complex. 

The speakers provided an analysis of current and

developing issues that will likely affect community banking more as the federal

regulators move further into a risk-focused examination process.  The conference also touched on the upcoming

Current Expected Credit Loss or CECL and its impending impact on banks in

Oklahoma. 

Senior Examiners Attend OBA BSA/AML Compliance Management Seminar

Senior Examiners Shawn Burcham and Melanie Sparks attended

the OBA’s BSA/AML Compliance Management seminar in April 2018.  This is

OBA’s flagship BSA/AML training event.  This program included a review

of all of an institution’s BSA technical compliance responsibilities.  It

also incorporated a review of the required elements of an AML program from CIP

to enhanced due diligence.  Furthermore, the seminar highlighted upcoming

changes to the BSA process such as the beneficial ownership guidelines and

changes to the current CTR and SAR forms.
